The Vietnamese government recommends that manufacturing enterprises be located within industrial zones. Factories are required to have clear wastewater treatment systems. Moreover, industries that use harmful chemicals, such as tobacco, paint, and adhesives, must adhere to strict chemical concentration regulations. These chemicals include lead, cocaine, mercury, benzene, and others.

According to Article 235 of the 2015 Penal Code (amended in 2017), actions causing environmental pollution can incur fines ranging from 1 billion to 5 billion VND, depending on the severity of the violation. In more severe cases, businesses may have their operating licenses revoked. In the most severe cases, businesses can be banned from trading for 1 to 3 years.
